PortAudio project.
PortAudio is and unbelievably easy to use portable audio i/o library. It's written in C but there are bindings for other languages as well. Even if you don't care about portability this library is WAY easier than any of the other APIs and offers most of the functionality. It's currently at Version 18, and Version 19 is coming out at different rates for different platforms, but WMME, Direct Sound, ASIO, ALSA, JACK, OSS, Mac Classic, Mac Core Audio, and SGI are planned.
